The formulation must be prepared so that it remains homogeneous and does not separate during transport. Formulations with low nitrocellulose contents are not subject to these Instructions provided that 1) they do not exhibit dangerous properties when tested for their liability to detonate, deflagrate or explode when heated under defined confinement by tests of test series 1(a), 2(b) and 2(c) respectively in the UN Manual of Tests and Criteria and 2) they are not flammable solids when tested in accordance with test N1 in the UN Manual of Tests and Criteria, Part III, sub-section 3.3.2.1.4 (chips, if necessary, crushed and sieved to a particle size of less than 1.25 mm).
